Faster speed on the interstate

Is there a way to speed up the vehicles on the interstate? I have towns that are 15-20 miles apart. When there is a call on the interstate they have to go all the way to the other town to flip around and come back and it takes forever for them to come back. It would be nice if they could somehow integrate the emergency turnarounds also.
