Some more Alliance Functions

I have a few Alliance functions to suggest if they're possible to do.
-Ability for ranking members to send out mail to members.
-Some more ranks with-in alliance. District Chief, Captain, Lieutenant, etc. for when alliances get lots of members
-I also noticed that when mail sends out about alliance missions the part that says the name of the mission is blank.
