How Do I Join An Alliance?

Hello, I been playing 911-Simulator and I am on level 17. How do I join an alliance? I clicked refresh on alliance and no alliance is popping up? Is it a local thing only and not global alliances? :?:

First you need a central station to find alliance
Then restart your game to refresh.
You can only alliances around 100km

I have one in Tupelo Mississippi called Tupelo fire and rescue of u are in that area if not there are several active ones around the USA that will take players. But like Tom said u do have to have ur central station built or being built to be able to see the ones around you
