Active Shooter Incident / glitch?

Earlier today at about level 7 I received the "Active Shooter" call-out I had 4 units respond and had to spend some notes to finish up a patrol to get to the scene. Now I've read around and noticed that normally this call-out doesn't appear till way later and with the SWAT ext. So I was wondering why it happened so early for me and how it only took 5 patrol units (10 officers total) to complete such a high risk situation.

Happened again, this time at level 22.

From my understanding each call or mission has a few different variations as far as needed units. I have also found that while units are being built you can get missions that require that unit so you may have to wait for it to finish to complete the mission.
