I would like to propose the following changes/additions to make the rescue operations more realsitic.
Rescue:
Remain unchanged
Heavy Rescue:
Family - Rescue
Functions - Heavy Rescue
Rescue Squad:
Family - Squad
Functions - Rescue/Engine

Additionally, foam units could be an interesting thing to add.
